The City Won't Like Losing Money

During the Q&A that followed the professor's presentation, it was recommend that because the Nyc government earns so much wage from parking tickets (well over 0 million annually), the City may be reluctant to implement Shoup's concept. One of the main reasons that the number of parking mark wage is so high (this figure does not consist of towing fines) is because the parking regulations on the street signs are so confusing. population don't understand, make mistakes and get tickets. If the law changes so that all street parking is metered, there is much less confusion; far fewer parking tickets will be written and the City will fetch much less parking mark revenue. This is of course not a bad thing and Shoup's ideas do make sense, but lost parking mark wage is a likely prophylactic to the City adopting his proposal. The professor didn't reply these concerns; he naturally skirted colse to the issue.
Another devotee Addresses The Issue - And Gets It Wrong
Transportation devotee Bruce Schaller (who coincidentally spoke before Professor Shoup at the presentation) does make an exertion to address these concerns in an narrative that he penned for The Gotham Gazette. Schaller extols the virtues of Shoup's ideas, then counters the parking mark wage issue by saying:
"The concern about fine wage seems premature. This program would have to be very widely and very successfully implemented before there is any occasion that parking reform turns parking enforcement personnel into the mythical Maytag repairman with nothing to do."
You Can't Have It Both Ways
This seems to be having your cake and eating it, too. Is the idea worth implementing, or isn't it? Both Shoup and Schaller stated at the presentation how flourishing this plan had been in other (much, much smaller) cities, such as Old Pasadena, California. If Schaller truly believes that this idea is worth considering in Nyc, how can he say, "The concern about fine wage seems premature"? We must look to the future before implementing any plan for parking reform and clearly, no plan will be implemented unless there is a fair occasion that it will be "very successfully implemented". As for turning "parking enforcement personnel into the mythical Maytag repairman with nothing to do", if all of Nyc's 300+ parking regulations are reduced to "Metered Parking", then it is sure that there will be far fewer parking tickets written. Again, this is not a bad thing, but the City Government clearly will not favor losing revenue. They won't come close to production up in parking meter wage what they lose from parking mark revenue; this issue must be adequately addressed if this plan is to move forward.
Pick A Side...One Way Or The Other
Schaller must pick a side, either it's an exquisite plan with very good chances to be flourishing (meaning that the City won't like it because they lose parking mark revenue) or the plan won't be "widely and very successfully implemented" any time soon (why exactly then are we considering it?).
